We could have a neutral sector where planets are non-hostile. It could have a market planet or something.

A planet or group of planets that are completely devoted to the trading of goods of all types. Hopefully It'd be a neutral entity but, I guess it could be contestable.

I have a brilliant idea.
The Devoured. A space cult of massive proportions, living in massive Church Planets, and worshiping a Black Hole. These insane cultists were a threat to nearly anything with space going technology, until a mysterious event caused internal strife, and most Church Planets were abandoned, but left mostly intact. Their homeworld, the main, and largest Church Planet, is one of the few still maintained, and used as a place of worship, being the closest thing to their "god", a Black Hole.

Humans on earth have over populated Earth and room is a luxury the planet is still divided into countries and wars over room and resources still rage on. A world war starts and an Alliance of countries puts time and resources into finishing their technology on space travel.
They leave Earth to it's fate in search of a new home. The countries split into two sides and have their own planets.
The Imperium led by a dictator uses violence and fear to keep it's people in check and has a large strong army.
The Galactic Civilisation of Planets (GCP) is a democratic faction which believes strongly in freedom. It's army is a lot smaller and not as technologically advanced as the Imperium though the GCP trains their soldiers a lot harder and for a longer period of time.
